Support for Trailblazers

Guidance

ODI has published new guidance for Trailblazers. This guidance is for front line staff and their managers, who will be delivering the Right to Control to disabled people.

The guide brings together existing good practice in personalisation and service delivery for disabled people, from across the public and voluntary sector.

It may also be of use to user led organisations based in Trailblazer areas, which may support disabled people to access their Right to Control.

Community

An online community has been created for Trailblazers to share information and support with each other. Local authority and Jobcentre Plus staff working in Trailblazer areas can join the community by visiting the Communities of Practice website: www.communities.idea.gov.uk.

Trailblazers announced

Eight areas will test Right to Control

On 25 February 2010, the government announced the eight local authority areas that will test the Right to Control. They are:

Trailblazer authorities, which include Jobcentre Plus, will continue working with disabled people and service providers in their area, to decide how to test the Right to Control. Trailblazers will start before the end of 2010.

Consultation on Trailblazer regulations

The government ran a consultation on the Right to Control Trailblazers regulations from 25 February to 26 May 2010. The regulations provide a more detailed framework for how the Trailblazers will implement the Right to Control.

Consultation on the Right to Control

Government response

On 8 December 2009, the government responded to the consultation on the Right to Control.

The consultation

The Right to Control consultation closed on 30 September 2009. The full transcript of responses to the consultation questions are available for download below.

The following responses were submitted as reports or in letter format instead of direct answers to the 17 questions ODI asked. These responses were used in writing the government response to the Right to Control consultation.

Consultation documents

The government ran a consultation from 11 June to 30 September 2009 on the new right to give disabled people more control over the funding they receive. The consultation is now closed. However, the the consultation documents are still available to download here.

Consultation toolkit

ODI created a toolkit to enable organisations to involve disabled people in their consultation response or organise their own consultation event. Service providers could use the it to engage with service users.
